In 2008, Nanaimo had 200 to 300 people sleeping outside, in their vehicles, or in makeshift shelters. Working with the City, the Vancouver Island Health Authority, the RCMP, service providers and homeless people, CitySpaces facilitated the development of a Five-Year Action Plan to eliminate chronic homelessness, and to improve the stability and independence of people at risk.
