In 2008, the CRD decided that its Regional Growth Strategy (RGS) would be transitioned to a Regional Sustainability Strategy (RSS) using the RGS as a platform, building upon that base and increasing its scope. As part of this transition, CitySpaces was asked to develop a series of policy papers, assembling and reviewing materials on nine "policy dockets", meeting with CRD staff, writing, formatting and graphic design.
