The Corporation of Delta commissioned CitySpaces Consulting to provide a complete review and comprehensive revision of the Delta Zoning Bylaw to establish the regulatory framework that would implement the community’s vision, values and goals. The Corporation of Delta is a diverse community that covers a large geographic area, comprising three distinct urban areas: North Delta, Ladner and Tsawwassen. The Official Community Plan (OCP) outlines policies specific to the needs of each distinct area. As a result, the Zoning Bylaw Update process aimed to reflect and implement land use policies specific to each district area with clear and accessible regulations.

Delta is experiencing growth pressures and challenges to accommodate growth in a sustainable manner. This includes balancing the demand for residential growth, and development aspirations for employment lands including DeltaPort with the need to secure lands designated as Agricultural Land Reserve (ALR). The Zoning Bylaw will play a critical role in responding to regional development pressures and prepare the community for the future.

Specifically, the Corporation of Delta Zoning Bylaw was updated to:

  • Create a clear, concise document that can be understood by all audiences
  • Establish an inclusive public review process to engage the community and stakeholders
  • Collaborate with staff and stakeholders to identify insights that will inform the review process
  • Develop regulations that are consistent with the requirements of all legislation
  • Update to reflect climate change adaptation and sustainable best practices

 Key deliverables of the Delta Zoning Bylaw Update included:

  • Background, Issues Identification, and Format Development;
  • Analysis, Solutions and Bylaw Outline;
  • Bylaw Drafting and Consultation; and
  • Public Consultation and Final Draft Submission.
