East-Fraserlands-community-needs-assessment

Hired by the City of Vancouver, CitySpaces carried out a community assessment and evaluation of on-site community-based facility needs for the redevelopment of the East Fraserlands (EFL), now renamed as River District.

The East Fraserlands area is generally bounded by Kerr St., S.E. Marine Way, Boundary Rd. and the Fraser River and located in the Victoria-Fraserview/Killarney (VFK) area. It is a 52.6 hectare (130 acre) property including a former sawmill site.

A combination of primary and secondary sources was used in the East Fraserlands assessment. As primary sources interviews and discussions were held with key personnel from the City of Vancouver (Housing Centre, Planning Department, Office of Cultural Affairs and Social Planning Department), the Vancouver School Board, the Vancouver Park Board, the Vancouver Public Library and Vancouver Coastal Health. The consulting team had several meetings with the EFL Technical Committee, the City of Vancouver EFL Major Projects team, the Parklane Homes Ltd. team, the East Fraserlands Committee. CitySpaces also attended a number of design charrette sessions facilitated by Duany-Plater Zyberk & Co.

This river front community is a gradually being transformed. As of mid-2013, several residential projects had been completed, together with a riverfront trail, restaurant, and farmers’ market.
