Port Moody: Housing Needs Assessment and Housing Action Plan

CitySpaces Consulting was retained by the City of Port Moody in 2021 to complete their legislatively required Housing Needs Assessment with a supplementary development capacity assessment of the local land use framework. The following year, CitySpaces was selected to develop a Housing Action Plan (HAP) responding to the previously identified needs.

The HAP was highly targeted, building off the housing needs report and development capacity assessment previously undertaken by CitySpaces. Key tasks included the assessment of the existing policy framework, background research, drafting of new policies to address established gaps and needs, and the calculation of detailed housing targets by unit size and household income groups using the UBC HART approach. Plan creation was highly collaborative through regular engagements with a staff working group or council.
