Best Practices Guide “Housing for All: A Catalogue of Tools for British Columbia’s Local Governments”

In 2019, CitySpaces prepared a catalogue of nearly 30 tools that local governments can reference when exploring opportunities to address housing needs in their community. With a focus on small and rural community needs, categories included policy tools, zoning for diverse building types, zoning and other tools for density and affordable housing, financial tools, and collaborating with housing providers and developers. Each tool is described by how it works, the legislative framework (i.e., Local Government Act and Community Charter), target population, suitability per market type, and case study examples.
